目前主要从事化妆品监管科学研究，重点包括化妆品标准、安全评价、风险监测等方面的技术研究和管理、规划。先后主持国家重点研发计划项目，北京市科委重大课题，国家市场监管总局、国家药监局等部委课题多项，发表论文 90 多篇、主编出版专著 4部，获省部级技术奖 3 项。五年来，牵头研究形成了《化妆品标准五年发展技术规划》《化妆品安全技术规范》《化妆品注册备案资料管理规定》《化妆品安全评估技术指导原则》《化妆品功效宣称评价规范》以及化妆品安全风险物质筛查平台等多项技术成果，在我国化妆品技术审评、标准制修订等工作中得到应用。
Dr. Yong LU, professor level senior engineer, doctoral supervisor, enjoying special government allowance of the State Council. He is currently the Deputy Director General of the China Institutes for Food and Drug Control, the Director of the "Key Laboratory for Cosmetics Research and Evaluation" of the China National Medical Products Administration; He used to be the Director of Beijing Food Safety Monitoring Center and also the supervisor of Food and Drug Safety of Beijing Food and Drug Administration.
At present, he is mainly engaged in the research of regulatory science on cosmetics, focusing on technical research, management and planning of cosmetics standards, safety evaluation, risk monitoring, etc. He has successively presided over a number of national key research and development projects, major projects of Beijing Municipal Science and Technology Commission, and several ministerial level projects assigned by China State Administration of Market Supervision and China National Medical Products Administration. He has published more than 90 papers, edited and published four books, and won three provincial and ministerial technology awards. In the past five years, it has taken the lead in studying and forming a number of technical achievements, such as the Five-Year Technical Plan for the Development of Cosmetics Standards, the Technical Specifications for Cosmetics Safety, the Provisions on the Administration of Cosmetics Registration and Filing Materials, the Technical Guidelines for Cosmetics Safety Assessment, the Evaluation Specifications for Cosmetics Efficacy Claims, and the screening platform for cosmetics safety risk substances, which have been applied in the technical review, standard development and revision of cosmetics in China.
He has successively served as the leader of the expert group for the development of the special guidelines for food safety of the 13th Five Year National Key R&D Plan, a member of the National Food Safety Standards Review Committee, etc. He has won the titles of "National Advanced Worker", "Advanced Individual of the National Science and Technology for Beijing Olympics Games", "Beijing Advanced Worker", "Science, Technology and Management Talents with Outstanding Contributions in Beijing", etc.
